Congress Cuts Federal Funding For Abortions: No Taxpayer Funding For Abortion Act H.R. 7 Passes

The Woodlands, TX — Today, the House passed the No Taxpayer Funding for Abortion Act (H.R. 7). Representing Texas’ 8th District,  U.S. Congressman Kevin Brady proudly stood for life in speaking on the House floor. He also released the following statement:

“As a dedicated pro-life conservative and a father, this bill has special meaning to me – it’s pro-life, pro-family, and pro-taxpayer. No taxpayer dollars will be used in any form to cover elective abortions. This permanent solution will apply government-wide – including to the Affordable Care Act.”

H.R. 7 prohibits federal funds, including funds in the budget of the District of Columbia, from being expended for abortion or health coverage that includes coverage of abortion. Abortions are only eligible for federal funding in the case of rape or incest, or if the mother’s life is endangered unless an abortion is performed.

Currently, federal funding of abortion and health coverage that includes abortion is prohibited, with the same exceptions. Health care provided in a federal health care facility or by a federal employee may not include abortions that are ineligible for federal funding.

H.R. 7 accomplishes three key pro-life goals:

  1. Ensures the Hyde Amendment and other current abortion funding prohibitions permanent and government-wide
  2. Ensures that the Affordable Care Act (Obamacare) faithfully conforms to the Hyde Amendment while Congress works to repeal and replace it
  3. Ensures that until a new plan year begins, there will be full disclosure, transparency and the prominent display of the extent to which any health insurance plan on a government exchange funds abortion.
